P&O Ferries is a household name operator of ferry services across the English Channel, North Sea and Irish Sea, with almost 4,000 employees. They have a fleet of more than 20 ships and operate more than 30,000 sailings a year, sailing on eight major routes between Britain, France, Northern Ireland, the Republic of Ireland, Holland and Belgium. We currently provide services to P&O out of Peel Ports Liverpool.
Our partnership with P&O began as a security operation and we have also recently added additional service initiatives. Today, our officers undertake a full suite of duties including:
- Vehicle search
- Security guarding
- Customer care roles
- Passenger search
- Charge Hand
- Passenger check-in
- Cleaning personnel.
In order to provide the right number of operational personnel for P&O Ferries, we conducted a full site security survey after which we decided that 30 fully trained officers would ensure service resilience. This figure represented the 785 hours per week of operational input at an officer weekly hours average of 48 to give 16 Officers. When you apply a 25% increase on that to cover holidays and sickness, this takes it to 21 officers. We then evaluated the nature of ISPS and the current terrorist threat. We always plan for an additional 50% resilience on top of this figure, bringing us to our operational base of 30.
Currently, in Liverpool we have a working base of 50 officers for our Cruise Liner Terminal duties to make sure we have sufficient supplies as the number grow. Our Key Accounts Manager, Billy Callaghan, is a qualified Ports Facilities Security Officer and the site team are all International Ship and Port Facility Security (ISPS) trained and pass checked. This training covers their powers to detain, search and remove people from site whenever appropriate. The team manages access and egress control, performs bag searches, x-ray scanning and vehicle searches, traffic marshalling and escorting from non-secure to secure environments.
The Department of Transport (Transec) makes regular inspections to the site and tests our security provision.
Results and Benefits
The benefits to the client have been a joined-up approach with the stevedore and security teams at the P&O Ferries location at Peel Ports Liverpool. The staffing solution provides a robust structure that is able to shift in conjunction with the flexible shift patterns and roster requirements as a result of the fluctuations in ferry activity driven by timetables that can, at times be, unpredictable.
With a strong footprint in the Liverpool area we are also able to offer reassurance that should the ISPS levels increase across the port we have the ability to increase our security numbers as and when required within the required timescale of 24 hours.
