Carlisle Support Services (part of Impellam Group Plc) is looking to recruit a "Procurement and Fleet Manager" to work at our Head Office in Luton. This role directly reports in to the Finance Director, of Carlisle Support Services

Job Purpose:

To provide effective management of the Procurement function in delivering an effective and efficient Procurement service to the business.

Support the company in achieving Value for Money whilst contributing to the organisations vision and values agenda.

To provide comprehensive advice and support to Operational managers and staff on Procurement related issues.

Key Responsibilities:

Strategy and management

  • Manage the procurement function for the three Carlisle companies
  • Lead the delivery and continuing development of Carlisle's Procurement Strategy to deliver targeted benefits and financial savings

Policies, procedures and reporting

  • Ensure effective procurement policies and processes are in place and are held-to by all operational managers. Train and re-train key staff to deliver this
  • Provide specialist advice and guidance on best practice procurement to all in Carlisle
  • Analyse supplier MI/KPIs and monitor cost savings and report to the SMT

Supplier management

  • Manage key suppliers to deliver optimum service, quality and costs, and strong collaborative working relationships (includes Fleet suppliers)
  • Collate and maintain up-to-date approved supplier list for all business requirements. Ensure operational managers and staff only use selected suppliers
  • Enforce that all suppliers have signed/agreed terms in place
  • Ensure 100% adherence to T&Cs by subcontractors
  • Quarterly meetings with top 20 suppliers to review performance (SLAs/KPIs)
  • Ensure suppliers (and goods/services purchased) comply with Carlisle/Impellam Policies and clients' contractual requirements

Supply category reviews

  • Put in place a Procurement calendar for the next 2 years with re-tender/review dates for key categories
  • Review and negotiate existing agreements to optimise commercial terms

Fleet management (supported by P/T fleet administrator)

  • Active management for all fleet activities including leasing (new vehicles, end-of-lease returns), maintenance, fuel and other related matters
  • Ensure MOT & Insurance are in place for all vehicles/drivers on company business
  • Analyse Telematics data and report on driver performance
  • Point of escalation for all operational fleet matters

General and admin

  • Support Sector directors and Pricing manager with supplier costings for tenders
  • Periodic analysis of Mobile telephony data
  • General enquires (client/supplier/internal)
  • Support senior team with PO processing
  • Ad hoc reporting as required
