Purpose of the Role: To ensure Carlisle Support Services successfully deliver its contractual operational and financial target, ensuring full compliance to customer's terms of business, service level agreements (SLA's), health and safety requirements and legislation associated with the delivery of this service. In addition, ensure all staff are fully trained and engaged to complete their roles.

Key Responsibilities:

Cultural

  • Ensure all personnel are fully engaged with the clients vision and methodology whilst living to the Carlisle Support Services values

Operational

  • Ensure service levels delivered adhere to our contract terms and client SLA's
  • Ensure delivery of all bookings via selection and deployment of best practice processes and motivated and highly trained personnel
  • Ensure sufficient levels of qualified and competent staff are maintained to meet the current and projected future levels of personnel required, ensuring adherence to ARL training regime
  • Identify and introduce appropriate and agreed innovation or improvements in line with client's expectations and vision
  • Identify and introduce ways to improve service delivery that improve cost base and enhance customer/stakeholder satisfaction
  • Ensure all staff work in a professional and safe manner always
  • Ensure Operations Managers work within clear framework

Administration

  • Prepare monthly reports
  • Oversee management of Fine process
  • Design and implement audit tools for Management and Supervisor team
  • Oversee weekly rostering process
  • Ensure all additional bookings are taken care of
  • Ensure daily reports are submitted by control room
  • Sing off payroll queries
  • Manage uniform ordering process

Compliance

  • Ensure all staff have safe systems of work for all tasks undertaken which are communicated and understood by all team members and documented as being so.
  • Complete regular audits across the team to ensure contract and legal compliance, and ensure any non-compliance is rectified and reported
  • Promote a secure and safe working environment at each site by carrying out regular risk assessments and security reviews
  • Ensure Training programme is continually reviewed and updated
  • Communicate Health and Safety processes and policies to all staff and ensure they remain adequately trained including contract specific training

People

  • Direct staff and monitor performance via an effective performance review process and managing any staff performance issues promptly and in line with HR guidelines
  • Responsible for the recruitment and retention all contract personnel
  • Responsibility for the correct payment of all staff including ensuring full compliance on holiday, bank holiday and sick pay

Financial

  • Manage KPI regime- minimising all fines
  • Monitor monthly financial information for invoicing
  • Prepare and sign off all POs in line with company procedures

Stakeholder Relationships

  • Establish and encourage proactive working relationships with the key client stakeholders and local community- specifically client Contract Manager and General Managers

Performance Management & Record Keeping

  • Prepare and deliver weekly reports and monthly KPI packs for the client
  • Financial performance - assist with the compilation of the monthly P&L
  • Conduct monthly client temp checks

Person specification:

  • Ideally SIA Licensed but not essential
  • Good understanding of the rail industry preferred
  • Previous recruitment experience of blue collar workforce
  • Previous people management experience
  • Excellent communication skills - articulate and focussed, proficient written skills, good listener
  • A good people manager, able to motivate and optimise outputs from team members.
  • Keen commercial skills with the ability to understand and control a P&L
  • Excellent IT skills
  • Ideally hold full UK Driving Licence
  • Flexibility around working hours and patterns, with some weekends required
