We have reached a major milestone in this effort, officially securing National Approved Status for both the Community Safety Accreditation Scheme (CSAS) and Railway Safety Accreditation Scheme (RSAS). This achievement marks an important step forward in how we work alongside the police, British Transport Police (BTP) and our clients to create safer environments.
This recognition follows a detailed assessment of the business through the national accreditation process and runs until March 2029. It provides independent recognition of the management, governance, supervision and accountability standards Carlisle has established across its operations.
Together, CSAS and RSAS schemes create a formal framework for us to work alongside police forces to tackle anti-social behaviour, share vital intelligence, and maintain a reassuring security presence.

A Stronger Framework for Community Safety
Introduced under the Police Reform Act 2002, CSAS enables Chief Constables to accredit suitable organisations that actively contribute to community safety.
Carlisle’s National Approved Status confirms that the business has been assessed against the standards required to participate in the scheme. It also creates a framework for closer collaboration with police forces and clients where an enhanced approach to community safety is needed.
Where there is a clear operational requirement, appropriately trained and vetted Carlisle employees may be considered for individual accreditation and specific limited powers relevant to their roles. However, the company’s approval does not automatically authorise our employees to exercise policing powers. Every individual must complete the relevant police approval, vetting, training and accreditation processes, with any powers considered and granted specifically for their role.
Deepening Our UK Rail Leadership
Given our extensive operational footprint across the UK rail network, Railway Safety Accreditation Scheme carries substantial weight; RSAS operates specifically within rail network environments and applies specifically to organisations involved in safety and security within the railway environment.
The scheme enables unlocks deeper integration with the BTP and equips us to work more closely with police to help address low-level crime and anti-social behaviour. Additionally, this will further strengthen intelligence sharing, elevate passenger confidence, and safeguard transport staff across stations and trains while maintaining a highly visible security presence across the rail network.
With Carlisle’s extensive involvement across the UK rail sector, this approval carries particular significance as it provides us another opportunity to enhance the support available to our rail clients while strengthening our partnership-led approach to passenger and employee safety. As with CSAS, Carlisle’s organisational approval does not give individual employees additional powers. All Carlisle’s employees must meet the necessary vetting, training and accreditation requirements, and any powers must be approved as appropriate to their specific role.

Achieving National Approved Status across both schemes strengthens Carlisle’s ability to work collaboratively with police forces, British Transport Police and our clients, moving beyond basic security provision to a fully joined-up safety ecosystem.
